ICAC Commissioner Woo Ying-ming, serving as President of the IAACA, utilized the Budapest forum to emphasize the urgency of professional collaboration amid rising geopolitical tensions. The event follows the European Union’s recent directive requiring member states to standardize anti-corruption agencies and penalties. Commissioner Woo highlighted that the ICAC’s five decades of experience provides a critical framework for these emerging European mandates, allowing for the sharing of innovative anti-graft education strategies and performance measurement tools.
Beyond formal discussions, the ICAC solidified its international footprint by signing a Memorandum of Understanding with the International Anti-Corruption Academy in Austria. This agreement brings the commission’s total number of active international cooperation pacts to ten. The delegation, which included representatives from Hong Kong's Department of Justice, also conducted specialized training seminars on fugitive apprehension and asset recovery. By engaging with agencies from France, Italy, Spain, and beyond, the ICAC aims to refine its own training models while positioning Hong Kong as a central hub for global integrity governance.
