The system intends to fund its broad expansion of South Florida medical facilities and patient services through internal operating income rather than increased property tax reliance. Board chair Elizabeth Justen characterized the move as a balance between responsible fiscal management and the ongoing necessity of meeting community healthcare demands. While industry-wide pressures and rising costs persist, Memorial Healthcare System has leveraged its current financial standing to prioritize technological investments and facility upgrades.
President and CEO Shane Strum noted that the organization’s financial discipline allows for these improvements without shifting the burden onto taxpayers. The approved millage rate is expected to generate approximately $8.3 million in gross revenue. After accounting for discounts and statutory obligations, these funds are earmarked for specific governmental requirements, including the Broward County Medicaid Match Program and community redevelopment contributions. Notably, no property tax revenue supports the system's uncompensated care, which remains fully covered by operational earnings.
