Audit Reveals Millions Squandered in Trump Administration ICE Expansion

The Government Accountability Office (GAO) found that ICE launched six major expansion initiatives since January 2025 while lacking a strategic blueprint for their necessity or long-term affordability. Heather MacLeod, the GAO’s director of Homeland Security and Justice, described the agency's performance as plagued by a lack of oversight that led to costly stops and starts.

Financial waste permeates the expansion efforts. The administration spent roughly $1.07 billion on 11 warehouses for detention purposes, only to abandon seven of them, leaving $20 million in unrecoverable costs. At Guantánamo Bay, the Pentagon spent $2.85 million on tent infrastructure that failed to meet ICE detention requirements and was subsequently dismantled. Meanwhile, the Florida facility dubbed "Alligator Alcatraz" received a $608.4 million grant despite lacking any contractual authorization to actually hold detainees. These failures persist even as Congress authorized $45 billion for detention expansion, a massive financial boon for the private prison industry that has coincided with more than 50 deaths in custody during the current administration.
