The investigation, triggered by complaints from the Coalition of American Manufacturers of Mobile Access Equipment, uncovered evidence that XCMG provided untruthful information and unreliable production records. CBP determined that the company not only misrepresented the origin of its boom lifts, scissor lifts, and telehandlers but also undervalued imports to shrink its duty liability.
Effective immediately, the agency has imposed duty rates of 69.31% on XCMG’s entries dating back to July 2025. Timothy C. Brightbill, counsel for the coalition, praised the move as a necessary step to protect domestic manufacturers from unfair trade practices. While antidumping orders on these Chinese imports have been active since 2021, this enforcement action underscores the government's aggressive stance against companies attempting to circumvent established trade laws through falsified documentation.
