The resolution, H.Con.Res.86, mandates that the president remove United States forces from hostilities with Iran, invoking the 1973 War Powers Act. Representative Gregory Meeks, who introduced the bill, argued that diplomacy remains the only viable path forward, condemning the administration's reliance on military force. While every Democrat present supported the motion, they were joined by four Republicans—Representatives Tom Barrett, Warren Davidson, Brian Fitzpatrick, and Thomas Massie—who broke with their party leadership.

This legislative action comes 95 days into a conflict that has resulted in over 3,400 Iranian deaths and the loss of 13 American service members. Advocates for the resolution, including civil society groups like CodePink and Common Defense, praised the vote as a necessary restoration of congressional authority. However, political analysts remain cautious, citing previous instances where similar bipartisan efforts were sidelined or neutralized by presidential vetoes. The focus now shifts to the Senate, where proponents hope to maintain momentum and force a final decision on the administration’s war-making powers.
