Councilman Bob Blumenfield, the ordinance's primary sponsor, is spearheading the push to prevent the legislation from dying in committee. The upcoming June 23 meeting represents the final chance to advance the proposal, which aims to prohibit controversial practices like bull riding and calf roping. Veterinarians and welfare experts have long campaigned against these activities, citing the severe trauma and physical injury they inflict on animals used for entertainment.
Blumenfield intends to address persistent claims that the legislation threatens Latino cultural traditions such as charreadas. He maintains that the current draft includes specific exemptions to protect these heritage events from the ban. Alongside activists from Last Chance for Animals, the Animal Legal Defense Fund, and spcaLA, the councilman will urge Committee Chair Ysabel Jurado to prioritize the ordinance on the committee’s final agenda. Without this procedural step, the bill will fail to reach the City Council floor, effectively stalling a policy debate that has persisted for over two years.
