Proponents gathered over 1.6 million signatures to qualify the measure, doubling the requirement despite opposition from wealthy figures like Google co-founder Sergey Brin, who has bankrolled efforts to defeat the levy.
The path to passage remains complex, as voters will also face competing initiatives—the Retirement and Personal Savings Protection Act of 2026 and the Improving Transparency, Effectiveness, and Efficiency in California Government Act of 2026. Critics argue these measures are designed to confuse the electorate and effectively cancel out the wealth tax. U.S. Representative Ro Khanna expressed strong support for the proposal, noting that taxing the state’s 250 billionaires could provide essential resources for millions of Californians facing an affordability crisis. Organizers, who recently saw their offer to negotiate a lower 2% tax rate rejected by Governor Newsom, maintain that the measure remains broadly popular with the public.
