Rubio defended the action by accusing Cuba’s leadership of weaponizing energy resources to maintain political control and enrich state officials. He alleged that the government rations fuel to suppress dissent while diverting supplies to the military. However, critics view the policy as a deliberate attempt to collapse the Cuban economy. William LeoGrande, a Cuba expert at American University, described the administration’s strategy as a contradiction, noting that while officials disavow intent to cause a humanitarian crisis, their actions effectively ensure one.

Cuban officials responded with sharp condemnation. Foreign Minister Bruno Rodríguez characterized the sanctions as a product of political ambition and vengeance, while Ernesto Soberón, Cuba’s UN representative, labeled the measures a form of collective punishment. International pressure is also mounting, with UN High Commissioner for Human Rights Volker Türk demanding an immediate reversal. Türk warned that the current restrictions are causing preventable deaths by depriving the healthcare system of critical resources. This latest escalation follows the recent blacklisting of Cuban President Miguel Díaz-Canel and his family, as President Donald Trump continues to signal a hardline approach toward the island’s future.
