The freeze applies to new one- and two-year leases starting on or after October 1, 2026, impacting nearly 40% of the city’s rental housing market. For many residents, the move is the culmination of years of advocacy. At El Museo del Barrio, supporters who helped propel Mamdani’s mayoral bid gathered to chant for tenant power, marking the first time the city board has paused rent increases for both one- and two-year lease terms simultaneously.
Mamdani, who appointed six of the board’s nine members, characterized the vote as essential relief for working families. He emphasized that the administration will now shift focus toward building affordable housing and lowering operational costs, such as insurance, for property owners. While the move represents a major win for tenants, the mayor noted that the board’s decision followed a careful review of data regarding the cost of living and the financial realities faced by both renters and landlords.
