ASPCA and Subaru Launch National Drive to Clear Shelters

With nearly three million dogs entering American shelters in 2025, the ASPCA is launching The Rescue Effect, a national campaign aimed at clearing overcrowded kennels. Backed by $2 million in grants and a celebrity-led awareness push, the initiative encourages public adoption and fostering throughout Adopt a Shelter Dog Month.

The campaign, supported by Subaru of America, provides funding to 200 shelters to waive adoption fees and offset operational costs. According to Christa Chadwick, senior vice president of shelter services for the ASPCA, the goal is to reduce the time dogs spend in confinement while creating space for incoming animals. Beyond direct adoption, the organization is emphasizing the role of fostering as a critical stopgap for those unable to make a permanent commitment.

A broad coalition of public figures, including Megan Thee Stallion, Gavin Rossdale, and Maggie Q, are lending their platforms to the effort. This star-powered outreach is paired with a $3 million funding commitment from Subaru retailers, which will go toward veterinary care and adoption preparation at local facilities. The initiative culminates in community events, such as the Tompkins Square Halloween Dog Parade in New York City, designed to connect potential adopters with animals currently in the care of the ASPCA and the Animal Care Centers of NYC.
