The report, titled Special Interests Over the Public Interest: Elon Musk's 130 Days in the Trump Administration, details a period of intense profitability for Musk, whose net worth surged by more than $100 billion following the election. Serving as the head of the Department of Government Efficiency (DOGE), Musk operated as a special government employee, a designation that bypassed Senate confirmation processes. This position allowed him to maintain significant stakes in companies like Tesla and SpaceX while influencing federal policy.

Investigators categorized these actions into 15 areas, ranging from the use of official state resources to promote private products—such as displaying Tesla vehicles on the White House lawn—to direct interference in foreign policy. The report highlights Musk’s apparent influence on executive decisions regarding South Africa, where he opposed land reform laws, leading to a freeze in U.S. aid. Furthermore, the findings suggest that the DOGE initiative systematically weakened agencies responsible for regulating Musk's firms, such as the Consumer Financial Protection Bureau, by gutting staff and embedding loyalists. While some actions may fall within legal gray areas, the report asserts that Musk frequently bypassed established ethical norms to secure lucrative government contracts, including a $100 million NASA deal for SpaceX.
