These proposed figures represent a significant departure from current standards, with deductibles potentially reaching eight times the average found in employer-sponsored insurance. Health policy experts warn that shifting this financial risk onto patients will likely worsen the existing affordability crisis. Harvard economist Amitabh Chandra characterized the plans as unappealing, noting that the low premiums fail to compensate for the extreme financial exposure. Katherine Hempstead of the Robert Wood Johnson Foundation went further, describing the policy as an attempt to normalize catastrophe.

Medicare and Medicaid Administrator Mehmet Oz is a primary advocate for this approach, framing it within a broader economic objective to increase workforce participation. Oz has previously argued that extending the average American's career by a single year could contribute $3 trillion to the GDP. Critics, including California Governor Gavin Newsom and former Obama aide Johanna Maska, have condemned the move as a departure from meaningful healthcare reform, arguing that the policy prioritizes corporate relief over the needs of working families.
